APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to issue a Request for
Proposal (RFP #1120) for Child Welfare Redesign, Differential Response Program Path 1 and Path 2 services in an
amount not to exceed $910,000.
FISCAL IMPACT:
$910,000: 77% State Child Welfare Redesign funds; 16% State Family Preservation (30% County, 70 State); 7%
Federal Preserving Safe and Stable Families (CFDA 93.556)
BACKGROUND:
The Employment and Human Services Department (EHSD) requests authority to issue RFP #1120 to seek
community-based and/or faith based organizations to provide case management services for the Children and Family
Services Bureau's child welfare redesign differential response program.
In an effort to prevent families from entering the foster care system, Children and Family Services Bureau (CFS)
would contracts with organizations

BACKGROUND: (CONT'D)
that provide case managers who help families at risk of entering the child welfare system get stabilized and avoid
foster care. The community based case managers receive referrals of closed CFS cases from the Children and Family
Services Bureau and manage a caseload, helping families secure needed services, improve family functioning,
enhance child well-being and avoid further need for interaction with the department.
CONSEQUENCE OF NEGATIVE ACTION:
EHSD will be unable to provide much needed services to support children and families.
CHILDREN'S IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children's Report Card: 1) "Children ready
for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3)
"Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable, and Nurturing"; and 5)
"Communities that are Safe and provide a High Quality of Life for Children and Families," by providing various
services to children and families.
