Approve and authorize the Health Services Director, or his designee (Donna Wigand), to execute, on behalf of the
County, Novation Contract #74–321–3 with Bay Area Community Resources, Inc., a non-profit corporation, in an
amount not to exceed $262,920, to provide school-based mental health services to Seriously Emotionally Disturbed
students in West County, for the period from July 1, 2010 through June 30, 2011. This Contract includes a six-month
automatic extension through December 31, 2011, in an amount not to exceed $131,460.
FISCAL IMPACT:
This Contract is funded 62% by Federal Medi-Cal, 33% by State Early and Periodic Screening, Diagnosis, and
Treatment (EPSDT), and 5% by West Contra Costa Unified School District (WCCUSD). There is no cost to County.
BACKGROUND:
This Contract meets the social needs of County’s population in that it provides school and community based mental
health services to County-designated Seriously Emotionally Disturbed (SED) elementary, middle school, and high
school students within the WCCUSD, and their families.

BACKGROUND: (CONT'D)
On December 1, 2009, the Board of Supervisors approved Contract #74 321-2 with Bay Area Community Resources,
Inc., for the period from July 1, 2009 through June 30, 2010, which included a six-month automatic extension
through December 31, 2010, for the provision of school-based mental health services to Seriously Emotionally
Disturbed students in West County.
Approval of Novation Contract #74 321 3 replaces the automatic extension under the prior Contract and allows the
Contractor to continue providing services through June 30, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, there will be fewer School-Based Mental Health Services for Severely Emotionally
Disturbed Students and their Families.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
