Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation
Contract #74–119–11 with Yellowstone Boys and Girls Ranch, a non-profit corporation, in an amount not to exceed
$109,440, to provide a day treatment program for Seriously Emotionally Disturbed (SED) adolescents, for the period
from July 1, 2010 through June 30, 2011. This Contract includes a six-month automatic extension through December
31, 2011, in an amount not to exceed $54,720.
FISCAL IMPACT:
This Contract is funded 100% by County subsidy. (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by it providing intensive and rehabilitative day treatment
programs, including medication support and mental health services, for wards of the court, to reduce the need for
hospitalization.
On November 10, 2009, the Board of Supervisors approved Novation Contract #74-119-10 with Yellowstone Boys
and Girls Ranch, for

BACKGROUND: (CONT'D)
the period from July 1, 2009 through June 30, 2010, with a six-month automatic extension through December 31,
2010, for the provision of a day treatment program for SED adolescents.
Approval of Novation Contract #74-119-11 replaces the automatic extension under the prior Contract and allows the
Contractor to continue providing services through June 30, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, this intensive day treatment for out of state residential services will not be available.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
