Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
Amendment Agreement #24–513–42 with New Connections, a non-profit corporation, effective December 1, 2010,
to amend Contract #24–513–41, to increase the payment limit by $60,149, from $793,083 to a new payment limit of
$853,232, with no change in the original term of July 1. 2010 through June 30, 2011.
FISCAL IMPACT:
This amendment is funded 50% by Federal Substance Abuse Prevention and Treatment (SAPT) Block Grant, 30% by
Drug Medi-Cal, 5% by State Drug Court Implementation funds, and 15% by State Justice Assistance Grant/Offender
Treatment Program. (No rate increase)
BACKGROUND:
On August 10, 2010, the Board of Supervisors approved Contract #24–513–41 with New Connections for the period
from July 1, 2010 through June 30, 2011, for the provision of drug abuse prevention and treatment services in East
and Central County.

BACKGROUND: (CONT'D)
Amendment Agreement #24–513–42 will allow the Contractor to provide services to additional clients through June
30, 2010.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, Contractor will not provide drug abuse prevention and treatment services to
additional clients.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse prevention and treatment program supports the Board of Supervisors’ “Families that
are Safe, Stable, and Nurturing” and “Communities that are Safe and Provide a High Quality of Life for Children and
Families” community outcomes by providing individual, group, and family counseling; substance abuse education;
rehabilitation support services; and substance abuse prevention services. Expected outcomes include increased
knowledge about the impact of addiction; decreased use of alcohol, tobacco and other drugs; increased use of
community-based resources; and increased school and community support for youth and parents in recovery.
