Specific Requests or Recommendations & Background & Justification
RECOMMENDATIONS
1. Approve payment of $9,500 to the Contra Costa Water District from Contra Costa County
Water Agency funds for the County's share of a water conservation media program.
2. Acknowledge receipt of a report of the activities of the Committee for Water Policy
Consensus.
3. Request staff to review Assembly Bill 25 concerning the use of Delta islands as water
reservoirs.
4. Request staff to review the issue of the State of California taking over the Federal
Central Valley Project.
BACKGROUND
1. For the past two years the Contra Costa County Water Agency has participated in the
Bay Area Water Resources Councils' summer water conservation media campaign. Post
campaign surveys show that the water conservation messages have been effective. The
Water Agency has received a billing for $9,500 from the Contra Costa Water District
for the Water Agency's share of the 1984 program. The Water Committee recommends that
the Board authorize the payment the bill with Water Agency funds.
2. The Water Committee heard a report on the status of the activities of the Committee
for Water Policy Consensus (CWPC) . The major efforts of the CWPC are soliciting
endorsements of CWPC's policy statements. The policy statements will be presented to
the Delta Advisory Planning Council on January 14, and to the ABAG Executive Committee
on January 17. Supervisor Torlakson will work with staff to arrange a presentation to
the Mayors' Conference in March, and to the Water Committee of the County Development
Association. The next meeting of the CWPC will be on January 31 in San Francisco.
3. Assembly Bill 25, introduced by Assemblymember Willie Brown calls for the State to
acquire certain Delta islands for use as water storage reservoirs. The Water Committee
noted that this is a piecemeal "plumbing" bill and the appropriate water quality
policy has not been established. The Water Committee recommends that staff further
research the bill for a possible future Water Agency position on it.

also DIRECTED Environmental Control and Planning Department to investigate and report
back on model water conservation ordinances, particularly as they might apply to landscaping,
and work with cities and County staff toward implementation of key elements.

4. The Water Committee recommends that staff review a proposal for the State of California
to take over the Federal Central Valley Project. A report was recently issued by the
Department of Water Resources on this subject. . State operation and control of the
Central Valley Project could be beneficial in that the Central Valley Project would
then be operated in accordance to State water quality standards. Water pricing
reforms may also be easier to implement.
