Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
#27–603–8 with Louro Consulting Services, Inc., a corporation, in an amount not to exceed $118,440, to provide
professional consultation with regard to Health Plan committees, member benefits, and member services for the
period from January 1, 2011 through December 31, 2011.
FISCAL IMPACT:
This Contract is funded by the State Local Initiative.
BACKGROUND:
Under Contract #27–603–8, Contractor will provide consulting services to the Department with regard to various
Contra Costa Health Plan’s Committees including the Executive Committee, Administrative Coordinating
Committee, Health Plan Coordinating Committee, Benefits Interpretation Manual Committee, and the Fraud
Committee, through December 31, 2011.

CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, contractor will not provide consultation and technical assistance to the Health Plan
with regard to the Local Initiative and other Health Plan programs including evaluation of the Local Initiative,
attending meetings with the State Department of Health Services, and making presentations to Health Plan
participating providers to maintain compliance with State regulations and requirements.
