Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation
Contract #74–333–3 with Star View Adolescent Center, Inc., a non-profit corporation, in an amount not to exceed
$150,000, to provide residential treatment services for the period from July 1, 2010 through June 30, 2011. This
Contract includes a six-month automatic extension through December 31, 2011, in an amount not to exceed $75,000.
FISCAL IMPACT:
This Contract is funded 35% by Federal Medi-Cal (FFP), 22% by State Early and Periodic Screening, Diagnosis, and
Treatment (EPSDT), and 43% by State Community Treatment Facility (CTF) and Mental Health Realignment. (No
rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing a multi disciplinary treatment program in a
Psychiatric Hospital facility or a locked Community Treatment Facility (CTF) for minors who need active psychiatric
treatment for acute mental, emotional or behavioral

BACKGROUND: (CONT'D)

On December 1, 2009, the Board of Supervisors approved Contract #74–333–2 with Star View Adolescent Center,
Inc., for the period from July 1, 2009 through June 30, 2010, which included a six-month automatic extension
through December 31, 2010, for the provision of residential treatment services for County’s adolescent clients.
Approval of Novation Contract #74–333–3 replaces the automatic extension under the prior Contract and allows the
Contractor to continue providing services through June 30, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, County will have fewer placement options for Medi-Cal and IDEA youth who need a
locked environment.
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
