APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Health Services Department, to execute a
Purchase Order with Elsevier mc Strategies, Inc. in the amount not to exceed $399,493.00 to continue to provide A
Learning Management System solution for the period from December 30, 2010 through December 29, 2013.
FISCAL IMPACT:
Total cost of $399,493.00 is budgeted in the Hospital Enterprise 1. The subscription renewal costs are Year 2010 –
2011 = $134,963.00 Year 2011 – 2012 = $130,972.00 and Year 2012 – 2013 = $133,493.00 for three years. The
subscription includes Elsevier Performance Manager Implementation Fee and Annual Licenses and Maintenance
Fees, and Licensed Curriculum Annual License and Maintenance fees.
BACKGROUND:
mc Strategies is a one-stop and streamlined skill assessment and e-learning package for individual staff orientation
and annual competency recertification assessment at Contra Costa Health Services. CCHS is currently using the
solution’s

course to record track, and report mandatory clinical education and clinical competencies requirements of staff in one
system; e.g. The Joint Commission, OSHA Compliance, Title 22 and Infection Control Standards. This e-learning
system also replaced the paper-based SICR (Safety and Infection Control Review), a mandatory annual requirement
for hospital and health center staff.
CONSEQUENCE OF NEGATIVE ACTION:
Contra Costa Health Services education and training requirements and operations will be severely impacted if
Elsevier mc Strategies e-learning product will be discounted. The online e-learning clinical programs will need to be
re-written and transferred to a paper system that will need to be printed and distributed manually to all staff for
completion. A staff will need to be hired to carry out the duties of printing and distribution of training materials. Staff
will need to be available as well to perform the scoring and record keeping of completed training by staff. There will
be a delay in the completion of required training due to the re-work that ill need to be done. In addition, staff will
need to attend in-person classes instead of e-learning, which will increase travel and training expenses of the
organization. Due to the logistical complexities of a paper based training system, there will be more resources needed
to operationalize it from an administration perspective which may create delays in training delivery and completion.
Some of the job classes require that staff complete selected training courses. If the e-learning system is not available,
the staff will not be able to perform their duties and deliver the required services to our patients.
