In the Matter of RESOLUTION NO.2003/370
CELEBRATING THE THIRTIETH ANNIVERSARY
OF TIME CONTRA COSTA HEALTH FLAN
WHEREAS, the County's experience with prepaid health systems began in 1973 when Contra
Costa County contracted with the California Department of Health Services to provide prepaid
healthcare services'to Medi-Cal'recipients,and
WHEREAS, in 1976, a special waiver from the federal government also allowed Medicare
beneficiaries to enroll in tete plan,and
WHEREAS, in 1979,'the prepaid health plan:'was established as a separate division within the
newly organized Department of Health Services operating under its own Enterprise Fund and
was renamed the"Centra Costa Health Plan";and
WHEREAS, in 1982, federal and state regulatory agencies approved expansion,of the HMO
service area to the entire County; and
WHEREAS, in 1991,CCl H'began offering specially designed plans for children and young adults
and enrolling medically uninsured patients;and
WHEREAS, with the advent of Medi-Cal managed care in California in 1997, membership more
than doubled.;and
Wt-TERM, today CCHt' manages the care of 60,000 Contra Costa County:.residents, serving a
broad spectrum including Medi-Cal, Medicare, Healthy Families, IHSS, county employees,
individuals,small businesses,and others,
Now,,THEREFORE, BE rr RESOLVED that the Board of Supervisors hereby. congratulates the
management and staff of the Contra Costa Health Plan on the occasion of the Plan's 3t1
Anniversary;and commends the Plan for its important contributions.to the;improvement of the
general quality of life of the citizens of Contra Costa County.
