APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to
execute a contract with ABAG in an amount of $1,117,274 to provide home energy retrofit
services.
FISCAL IMPACT:
The $1,117,274 in grant funding, made available through the American Recovery and
Reinvestment Act 2009 (ARRA), will reduce energy costs for home owners and create jobs
in the local construction industry.
BACKGROUND:
Contra Costa County, ABAG and seven other counties in the Bay Area regional successfully
partnered together in applying for and receiving a $10,750,000 grant award from the
California Energy Commission (CEC) for the State Energy Program (SEP). The CEC is
administering the SEP program with ARRA funding allocated by the U.S. Department of
Energy. ABAG submitted the grant application to the CEC as the lead agency for the Bay
Area consortium. Approval of this Agreement by the Board of Supervisors would authorize

The grant funds will be used to promote home energy retrofits in Contra Costa County,
reducing energy consumption within the County and lowering energy bills for home
owners. Grant funds will be used to provide financial rebates to home owners who install
energy efficiency improvements to their homes that achieve a minimum 20% reduction in
energy use. County is offering up to $5,000 in rebates to individual home owners for
energy upgrade projects. The County will rebate 20% of project costs for upgrade
projects valued at $10,000 or less. Projects valued at over $10,000 are eligible to receive
a 25% rebate up to a rebate limit of $5,000.
DCD will collaborate with other public and private partners, such as local contractors,
cities, workforce investment boards, community colleges and Pacific Gas and Electric
Company, to facilitate home energy retrofits and maximize the financial incentives
available to home owners. The program will stimulate the local economy and create local
construction jobs by encouraging home owners to employ contractors to install energy
efficiency improvements. DCD will begin receiving applications for this rebate program
from home owners in early 2011. Those interested in obtaining more information about

CONSEQUENCE OF NEGATIVE ACTION:
The County will not receive grant funds.

Contra Costa County is offering rebates up to
$5,000 for Energy Upgrade projects. Projects must

grade California by offering rebates ranging
from $1,000 up to $4,000 depending on the
energy savings. Contra Costa County will
align their rebate requirements with PG&E
requirements so customers can utilize both
