HomeMy WebLinkAboutMINUTES - 12142010 - C.113RECOMMENDATION(S): APPROVE and AUTHORIZE the Purchasing Agent, or designee, to issue a purchase order, on behalf of the Sheriff-Coroner, to Alcohol Monitoring Systems, Inc., in an amount not to exceed $600,000 for the purchase of SCRAMx alcohol monitoring systems and monitoring services for the period of November 18, 2010 through November 18, 2013. FISCAL IMPACT: $600,000; 100% Custody Alternative Facility Participant Fees. Initial cost of $135,000 for the monitoring units will be recovered within 10-months through Electronic Home Detention (EHD) Program participation fees collected from participants. EHD Program participation fees will also fund the on-going warranty and monitoring fees. BACKGROUND: After completion of a RF process, the Board approved issuance of a purchase order to Pro Tech Monitoring, Inc., for the lease of electronic home detention equipment on May 11, 2009 (C.59). This agreement included leasing Scrams alcohol and house arrest units used to monitor offenders sentenced for alcohol related offenses. The Office of the Sheriff has an opportunity to purchase 100 SCRAMx units directly from Alcohol Monitoring Systems, Inc., to include on-going warranty and monitoring of those units. Purchasing instead of leasing the units will result in costs savings of $158,775 annually, reducing expenditures from $306,600 annually to $147,825 annually. This savings commences after 10 months due to the initial purchase cost of the Scrams systems. As additional units are needed over the 100 purchased, they will be leased through Pro Tech Monitoring, Inc; however, future cost savings opportunities will be evaluated over time. Sole source authorization is requested for purchase of these units through Alcohol Monitoring Systems, Inc., as the Scrams units were already authorized through the lease agreement with Pro Tech Monitoring, Inc., on May 11, 2010. CONSEQUENCE OF NEGATIVE ACTION: The County will miss an opportunity for cost savings. CHILDREN'S IMPACT STATEMENT: No impact.
