Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Amendment Agreement #23-365-11 with Global Vision Consortium, a
corporation, effective November 1, 2010, to amend Contract #23-365-10, to increase the
total payment limit by $35,400 from $100,000 to a new total payment limit of $135,400,
with no change in the original term of September 1, 2010 through August 31, 2011.
FISCAL IMPACT:
This amendment is funded 100% by Federal Health Resources and Services Administration
(HRSA) National Bioterrorism Hospital Preparedness Program funds, through the State
Department of Health Services. No County funds are required.
BACKGROUND:
In November 2010, the County Administrator approved and the Purchasing Services
Manager executed Contract #23-365-10 with Global Vision Consortium to assist the
County’s Emergency Medical Services (EMS) Director with regard to developing plans for
disaster preparedness for community clinics, for the period from September 1, 2010 through
August 31, 2011.

BACKGROUND: (CONT'D)
Approval of Contract Amendment Agreement #23-365-11 will allow the Contractor to
provide additional training and exercise coordination services to hospitals, community
clinics, health centers, and other healthcare facilities, through August 31, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, Contra Costa Health Services, Hospitals, health centers,
skilled nursing facilities, and community clinics in Contra Costa County will not receive
specialized training in disaster preparedness.
