Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Contract Amendment Agreement #23-363-11 with Taryk Rouchdy (dba
International Effectiveness Center), a sole-proprietor, effective November 1, 2010, to amend
Contract #23-363-10 to extend the term from November 30, 2010 through November 30,
2011 with no change in the original Payment Limit of $300,000.
FISCAL IMPACT:
No change in the original Payment Limit. Contract is funded 100% by Enterprise Fund I.
BACKGROUND:
On December 1, 2009, the Board of Supervisors approved Contract #23-363-10 with Taryk
Rouchdy (dba International Effectiveness Center) for the period from December 1, 2009
through November 30, 2010, for the provision of interpreting and translation services
including Spanish, Vietnamese, Farsi, Laotian and other languages, for Limited English
Proficient (LEP) patients/clients including, but not limited to, over the phone and in-person
interpreting and translation of

Approval of Contract Amendment Agreement #23-363-11 will allow the Contractor to
provide additional translation services and extend the term of the Contract through
November 30, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, the County will not meet requirements under Title VI
language access regulations and Limited English Proficient (LEP) patient/client needs for
the County.
