APPROVE and AUTHORIZE the Conservation & Development Director, or designee, to
execute an amendment to Contract #45185 with Environmental Science Associates (ESA) to
extend the term of the contract from December 31, 2010, to June 30, 2011.
FISCAL IMPACT:
None. There are no changes to the contract amount and the cost of the contract is covered
by the applicant.
BACKGROUND:
The Department of Conservation & Development is processing a land use permit
application for the Tres Vaqueros Wind Farm Repowering Project located in the Byron
area. The project is subject to the requirements of the California Environmental Quality Act
and the Department contracted with ESA in early 2010 to prepare an environmental impact
report (EIR). The applicant has modified the project's design in response to federal
regulatory concerns, thus preventing the EIR from being completed on the timeline
originally anticipated. To allow adequate time to complete the EIR process, the term of
Contract #45185 should be extended to June 30, 2011. The contract's payment limit of
