Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Novation Contract #24–773–15 with Milhous Children’s Services, Inc., a
non-profit corporation, in an amount not to exceed $350,000, to provide a day treatment
program and mental health services, for the period from July 1, 2010 through June 30,
2011. This Contract includes a six-month automatic extension through December 31, 2011,
in an amount not to exceed $175,000.
FISCAL IMPACT:
This Contract is funded 37% by Federal Medi-Cal, 21% by State Early and Periodic
Screening, Diagnosis, and Treatment (EPSDT), 2% by County Mental Health Realignment
(required County match), and 40% by County subsidy. (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing mental health day
treatment for wards of the court to reduce the need for hospitalization.

BACKGROUND: (CONT'D)
#24–773–14 with Milhous Children’s Services, Inc. for the period from July 1, 2009
through June 30, 2010, which included a six-month automatic extension through December
31, 2010, for the provision of a day treatment program and mental health services for
Seriously Emotionally Disturbed (SED) adolescents and latency-age children at Milhous
Treatment Ranch.
Approval of Novation Contract #24–773–15 replaces the automatic extension under the
prior Contract and allows the Contractor to continue providing services through June 30,
2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, there will be fewer residential facilities to provide services
required under the Federal Individuals with Disabilities Act (IDEA).
CHILDREN'S IMPACT STATEMENT:
This IDEA program supports the following Board of Supervisors’ community outcomes:
“Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and
Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for
Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS).
