APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Health Services
Department, to execute a Purchase Order to Netsmart Technologies Inc. in an amount not to
exceed $4 million for system software, interfaces, and implementation of the Netsmart
Avatar behavioral health system for the Mental Health Division.
FISCAL IMPACT:
$4 million from Mental Health Services Act (MHSA).
MHSA includes several component strategies and services that are being rolled out over
several years by State Department of Mental Health (DMH). The Capital Facility and
Technology Need Component is the funding for this purchase order. The Technology Needs
Project Proposal funding required a 30-day public review and comment period; Mental
Health Commission conducted a public hearing on March 11, 2010. The Technology Needs
Project proposal was then submitted to DMH March 15, 2010 and approved in September
2010. The funds for this project have been received from the DMH and deposited in a
special account with the County Treasurer. Transfers to the General Fund will be made as
costs are incurred for this project.

Subject:Purchase Order with Netsmart Technologies, Inc.
BACKGROUND:
The new system will replace the InSyst/PSP system for submitting claims for
reimbursement, the NetPro system for managed care, provide an electronic medical record
for replacement of paper-based charts, provide e-prescribing, and support functionality for a
personal health record.
For the past 20 years, the Mental Health Division has used the Echo Insyst system to
support billing functionality and state mandated reporting requirements and the in-house
developed system, NetPro, for managed care. Neither system is integrated which results in
redundant data entry and is prone to error. The Netsmart system integrates practice
management with the electronic medical record and will allow the Division to move
forward with a solution for meeting federal and state mandates under HIPAA and the
Mental Health Services Act.
Using this single, integrated, solution to manage the patient’s care, will allow all behavioral
health providers and patient care managers to have the same longitudinal view of the
patient. A major benefit to be gained will also be the interface with the Epic system that will
allow the exchange of certain patient-specific health information between the physical and
behavioral health providers.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved State funding will not be maximized and the opportunity for
improvement in the clinical documentation and financial systems will be lost.
