APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute a contract with Community Violence Solutions, a non-profit corporation, in an
amount not to exceed $331,620, to provide services for the Department of Justice, Office of
Violence Against Women, Safe Havens Program, for the period October 1, 2010 through
September 30, 2013.
FISCAL IMPACT:
$331,620: 100% Federal Department of Justice Grant (CFDA #16.527)
BACKGROUND:
The primary purpose of the Safe Havens Program is to increase supervised visitation and
safe exchange options for families with a history of domestic violence (DV), child abuse,
sexual assault or stalking.
The Contractor will provide program management and general administrative services to
support the Safe Havens program. Administrative support includes

BACKGROUND: (CONT'D)
but is not limited to the following: (1) data collection and analysis, (2) preparation and
submission of quarterly and close-out reports, (3) budget preparation and submission of
demands for reimbursement to Zero Tolerance for Domestic Violence.
CONSEQUENCE OF NEGATIVE ACTION:
The Employment and Human Services Department will be unable to provides these
valuable services to protect women and children.
CHILDREN'S IMPACT STATEMENT:
This contract supports five of the community outcomes established in the Children’s Report
Card: 1) “Children Ready for and Succeeding in School”; 2) “Children and Youth Healthy
and Preparing for Productive Adulthood”; 3) “Families that are Economically Self
Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and 5) “Communities that are
Safe and Provide a High Quality of Life for Children and Families,” by assisting parents in
maintaining a safe and secure environment.
