Approve and authorize the Health Services Director or his designee, to execute, on behalf of
the County, Grant Award #29-398 (EMS-1079) from the State Department of Emergency
Medical Services Authority to pay the County an amount not to exceed $31,122 to
implement the California Emergency Medical Services Information System (CEMSIS) EMS
Trauma Data Project, for the period from July 1, 2010 through June 30, 2011.
FISCAL IMPACT:
Approval of this Agreement will result in an amount not to exceed $31,122 from the State
for the County EMS Division to implement the CEMSIS EMS Trauma Data Project,
through June 30, 2011. No County Match required.
BACKGROUND:
On July 13, 2010, the Board of Supervisors approved acceptance of the Grant Award
#29-398 with the State Department of Emergency Medical Services Authority to fund the
CEMSIS

BACKGROUND: (CONT'D)
EMS Trauma Data Project for the period from July 1, 2010 through June 30, 2011. The
State Emergency Medical Services Authority has agreed to award funds to the County’s
EMS Division to participate in the CEMSIS EMS Trauma Data project. This funding is
being awarded to local EMS Agencies to enhance their electronic data collection system in
order to become CEMSIS compliant. The trauma component of CEMSIS is based on the
National Trauma Data Standards (NTDS) and success of the project is dependent on
participation by each local Emergency Medical Services (EMS) Agency to collect and
transmit electronic data. The goal of the project is to implement a statewide data system that
incorporates both EMS (field) and trauma patient (trauma center) data.
Approval of Grant Agreement #29-398-1 will allow the County to receive the funds and
provide services through June 30, 2011, including mutual indemnification to hold harmless
both parties for any claims arising out of the performance of this Agreement.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, The County will not receive funds to implement the
pre-hospital and trauma data project to monitor system performance, provide demographics
and clinical performance issues for the EMS system.
