Approve and authorize the Health Services Director, or his designee, (Donna Wigand), to
execute, on behalf of the County, Standard (Amendment) Agreement #29-529-3 (#27489A,
3) with the State Department of Rehabilitation, effective December 1, 2010, to amend
Agreement #29-529 (as amended by Amendment Agreements #29-529-1 and #29-529-2), to
increase the amount payable to County by $91,949 from $306,498 to a new total payment of
$398,447 and to extend the term from December 31, 2010 through June 30, 2011.
FISCAL IMPACT:
Approval of this Amendment Agreement will result in an increase of $91,949 from the State
Department of Rehabilitation American Recovery and Reinvestment Act (ARRA) through
June 30, 2011. No County match required.
BACKGROUND:
On November 10, 2009, the Board of Supervisors approved Standard Agreement #29-529
(as amended by Amendment Agreements #29-529-1 and #29-529-2) with the State
Department of Rehabilitation to fund the vocational rehabilitation of clients to receive job
skills development,

BACKGROUND: (CONT'D)
career counseling, coaching in job application skills, job development and placement, and
follow-up services through December 31, 2010, including agreeing to indemnify and hold
the State harmless for claims arising out of the County’s performance under the Agreement.
The services will continue to be provided at the Contra Costa County Mental Health
(CCCMH) site in Concord. The goal of the CCCMH is to prepare the cooperative program
ARRA/DOR consumers with the skills necessary to secure and maintain competitive
employment in agreement with their Individual Plan for Employment (IPE).
Approval of Standard (Amendment) Agreement #29-529-3 will make technical adjustments
to the budget and allow continuation of vocation rehabilitation services, while all other
terms and conditions remain the same through June 30, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, the County will not be able to prepare the cooperative
program ARRA/DOR consumers with the skills necessary to secure and maintain
competitive employment in agreement with their Individual Plan for Employment (IPE).
