Approve and authorize the Health Services Director, or his designee (Haven Fearn), to
accept on behalf of the County Grant Award #29-519-2 (CDCI-10/11-07) from the State
Department of Alcohol and Drug Programs’ Office of Criminal Justice Collaboration for the
Drug Court Implementation (CDCI), in an amount not to exceed $386,404 for the County
Alcohol and Other Drugs Services Division Adult and Juvenile Drug Court Programs, for
the period January 1, 2011 through December 31, 2011.
FISCAL IMPACT:
Acceptance of this Grant Award will result in $386,404 of funding from the State of
California Alcohol and Drug Programs’ Office of Criminal Justice Collaboration to provide
alcohol and drug treatment services for Juvenile and Adult Drug Court clients. ($77,281 is
required County match)
BACKGROUND:
The Drug Court is a court supervised intensive alcohol and other drugs treatment program
for non-violent offenders, who are on probation or parole and who re-offend or violate

BACKGROUND: (CONT'D)
probation/parole status due to substance abuse. The Drug Court programs represent the
coordinated efforts of justice and treatment professionals to actively intervene and break the
cycle of substance abuse and crime by offering treatment instead of incarceration to both
youth and adults. This program also provides incentives to participants who successfully
make progress in Drug Court.
Approval of Grant Award #29-519-2 will allow funding for eligible participants to attend
weekly court appearances and substance abuse treatment, as well as submit to random drug
testing. The funding will also enable County’s Alcohol and Other Drug Services (AODS) to
fund treatment services for drug court eligible participants during the period January 1, 2011
through December 31, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, the goal of the programs to provide evidenced-based
approaches to provide AODS and mental health treatment services to non violent offenders
as an alternative to incarceration and to both youth and adults eligible for drug court will not
be met.
