Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Interagency Agreement #229–521–10 with First 5 Contra Costa Children and Families Commission, to pay County an amount not to exceed $677,938, for the continuation of residential substance abuse services for pregnant and/or parenting women and their children, for the period from October 1, 2010 through June 30, 2011. B. Approve and authorize the Purchasing Agent, on behalf of Health Services Director to purchase $400 in transportation and food vouchers. FISCAL IMPACT: Approval of this agreement will result in an amount not to exceed $677,938 for FY 2010-2011 from First 5 Contra Costa Children and Families Commission (Proposition 10 – Community Substance Abuse Services funds) for the Corbin House Project. No County match required. The project is an opportunity to address the specialized treatment needs of women, their infants and children involved with Children and Family Services. The goal of the project is to have healthy children ready for school by addressing their special treatment needs; provide on-going case management services for mothers and their families from a multi-disciplinary team approach; and reduce the wait list time for women in the child welfare system to enter residential treatment. On September 15, 2009, the Board of Supervisors approved Interagency Agreement #29–521–8 (as amended by Amendment/Extension Agreement #29–521–9), with First 5 Contra Costa Children and Families Commission, for the period from July 1, 2009 through September 30, 2010, for continuation of residential substance abuse services for pregnant and/or parenting women and their children. Approval of Agreement #29–521–10 will allow the project to continue and will not replace any existing project or program that is monitored by the County, through June 30, 2011. Approval of the recommendation will allow the County Purchasing Agent, on behalf of the Health Services Department, to purchase approximately 120 vouchers: Forty (40) WestCat bus tickets (1 book) @ $1.75 each $70.00 Ten (10) County Connection bus tickets @ $2.00 each $20.00 Twenty (20) TriDelta bus tickets @ $3.00 each $60.00 Fifty (50) Subway food vouchers @ $5.00 each $250.00 CONSEQUENCE OF NEGATIVE ACTION: If this contract is not approved, County will not receive funding needed to continue the Corbin House Project. CHILDREN'S IMPACT STATEMENT: This Alcohol and Drug Abuse program supports the Board of Supervisors’ “Families that are Safe, Stable, and Nurturing” community outcome by providing parenting education, stability, and safety for mothers (and their children) and pregnant women who are alcohol and drug dependent, while they are in substance abuse treatment. Expected outcomes include delivery of drug-free babies, decreased use of alcohol, tobacco and other drugs, reduction in the number of relapses, and creation of a sober social network.
