Approve and Authorize the County Administrator, or designee, to increase open hours at the
Rodeo Library from 12 hours to 22 hours each week for the period January 3 through June
30, 2011.
FISCAL IMPACT:
No library fund match. The library was awarded $5,000 from this Rodeo Municipal
Advisory Committee grant. The funds will allow the Rodeo Library to be open 22 hours per
week from January 3, 2011 through June 30, 2011.
BACKGROUND:
Contra Costa County funds 18 weekly hours of library service at the Rodeo Library. On
July 13, 2010, the Board of Supervisors approved the recommendation of the Librarian to
reduce hours at the Rodeo Library from 24 hours to 12 hours each week. (C.155) The
Board Order provided that the Rodeo Library would resume 18 hours of service each week
beginning January 1, 2011. On September 9, 2010, the Board of Supervisors approved

the recommendation of the Librarian to apply for and accept $9,686 in grant funds from the
Rodeo Municipal Advisory Committee to provide 6 additional hours per week of library
service from December 1, 2010 through June 30, 2011. (C.73) The library was awarded
$5,000 from this grant application. The funds will allow the Rodeo Library to be open 22
hours per week from January 3 through June 30, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved the Rodeo Library will not be able to be open 22 hours per week from
January 3, 2011 through June 30, 2011.
CHILDREN'S IMPACT STATEMENT:
Extending hours at the Rodeo Library will meet all five community outcomes established in
the Children’s Report Card. Research shows that early and positive experiences with books
set the stage for a child’s success in learning to read. The availability of books from an early
age is critical to that success and growing up with books creates a life-long love of reading.
Therefore, public libraries play an important role in a community. They equalize access to
books, making sure all families are able to help their children enjoy reading from an early
age. Extending hours at the Rodeo Library will draw more families to the library and
encourage regular exposure to reading and books.
