APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to apply for and accept grant funding from the United Way of the Bay Area, in an amount
not to exceed $50,000 to support the Service Integration Program, Volunteer Income Tax
Assistance (VITA) activities.
FISCAL IMPACT:
$50,000 County to receive grant funding from United Way of the Bay Area for the Service
Integration Program, Volunteer Income Tax Assistance activities. No County match. All
districts.
BACKGROUND:
The Volunteer Income Tax Assistance (VITA) program will provide free income tax
preparation services to low and moderate income Contra Costa County residents who
qualify for the Earned Income Tax Credit.
For the 2009 tax season, VITA was limited to services provided at one area site, the
Services Integration Program, Bay Point Works tax preparation activity site where 428 tax

BACKGROUND: (CONT'D)
residents more than $43,000 in filing fees while helping put more than $700,000 in federal
income tax refunds back into the pockets of the working poor. Significantly, $246,797 in
Earned Income Tax Credit and $167,989 in Child Tax Credits were returned to families for
whom VITA staff prepared and filed taxes. The program will expand to four (4) One-Stop
locations as tax preparation activity sites for the 2010 tax season.
CONSEQUENCE OF NEGATIVE ACTION:
VITA services will not be provided, with low income residents not realizing tax preparation
and filing fees savings and potential tax refunds.
