ADOPT Position Adjustment Resolution No. 20862 to increase the hours of one (1)
Clerk-Senior Level (JWXC) (represented) position #6628 from 28/40 to 32/40 at salary
level 3RX 1033 ($2,963-$3,784); ADD one (1) Clerk-Senior Level (JWXC) (represented)
full-time position at salary level 3RX 1033 ($2,963-$3,784); and CANCEL one (1)
Maintenance Worker III (PSTE) (represented) position #1620 in the Public Works
Department.
FISCAL IMPACT:
This personnel transaction will result in annual cost savings of $4,135, of which
approximately $733 can be attributed to pension savings.
BACKGROUND:
Public Works Department is requesting to increase the hours of the clerk position assigned
to County Clean Water Program. This position provides support to the unit comprising of
one manager and six staff. The work in the unit has been increasing and allowing the clerk
to work an additional 4 hours a week (from 28 hours to 32 hours) will ensure timely
compliance of contractual obligations and mandates. The Clean Water Program is

BACKGROUND: (CONT'D)
and Water District, and the 19 incorporated cities in the county and there is no county
general funds involved in the operation of the program. The program's Management
Committee has authorized and approved the increase in hours for the Clerk.
In addition, Public Works is also requesting to add one Clerk-Senior Level to the Public
Works Department to address the backlog and provide clerical support to program staff in
the Real Property Division. The Real property Division is responsible for the acquisition
of property and land rights for county uses which include buildings and building sites for
airports, Redevelopment projects, the county road system, and numerous other special
projects. The unit is involved in several large projects for the Contra Costa Transportation
Authority, State Route 4 Bypass Authority, and Redevelopment which involve
acquisition of land rights, easements, etc. The additional clerk is needed for the unit to
continue its mandated functions. The costs of the additional clerk will be offset by the
cancellation of a funded, vacant Maintenance Worker III position. Approval of this
personnel transaction will result in cost savings to the Department.
CONSEQUENCE OF NEGATIVE ACTION:
If either one of these actions are not approved, the Public Works Department will be
unable to meet its contractual obligations, program services agreements or maintain the
established working relationships that currently exists.
