ADOPT Position Adjustment Resolution No. 20817 to reclassify one Administrative
Services Assistant III (APTA) (represented) position # 12054 to Administrative Services
Officer (APDB) and transition incumbent, and cancel one Clerk-Specialist Level (JWXD)
(represented) position # 3833 in the Public Defender's Office.
FISCAL IMPACT:
General Fund cost savings of $82,511.
BACKGROUND:
The Public Defender's Office is a complex law office composed of three branches; the Main
Branch located in Martinez, the West County Branch located in Richmond, and the
Alternate Defender's Office located in Martinez. The Alternate Defender's Office is a
separate law office headed by a Chief Assistant Public Defender and represents clients that
have a legal conflict with the Public Defender's Office. The Office has shared in the
significant fiscal challenges facing the County in recent years and has been forced to make
personnel reductions in both the administrative and attorney ranks. This has resulted in a
need to reallocate administrative responsibilities.

BACKGROUND: (CONT'D)
Currently, an Administrative Services Assistant III (ASAIII) provides general
administrative support to the department including coordination of annual budget
development and salary projection process, personnel transactions/records, Equal
Employment Opportunity Commission reporting, maintenance requests, and serves as the
departmental safety officer. Recently, a Specialist Clerk retired who provided support to
the ASAIII and was directly responsible for oversight of petty cash, accounts
payable/receivable transactions, departmental purchasing through the General Services
Department, and miscellaneous equipment maintenance. These activities will be
absorbed by the ASAIII.
This action proposes that the incumbent ASAIII be reclassified to Administrative
Services Officer to reflect increased responsibilities absorbed due the retirement of
administrative staff and cancellation of clerical positions within the department. This
action also abolishes the Specialist Clerk position recently vacated due to retirement,
fully offsetting increased costs from the reclassification and resulting additional General
Fund cost savings to the department.
This request is being made pursuant to Personnel Management Regulations, Section 503
governing promotions by reclassification with examination.
CONSEQUENCE OF NEGATIVE ACTION:
If this request is not approved the incumbent will be inappropriately classified for the
duties that she is responsible for performing.
