The CCRCD is governed by a Board of Directors appointed by the County Board of Supervisors and regulated under Division 9 of the California Public Resources Code. In October 2010, the County was contacted by the Contra Costa Resource Conservation District (CCRCD) requesting the Board of Supervisors to make appointments to fill two Board of Directors seats whose terms of office expire on November 30, 2010. This request was made pursuant to a 1998 CCRCD resolution ordering that all future directors shall be appointed by the County Board of Supervisors in lieu of election (Public Resources Code Section 9314). If the Board of Supervisors fails to make the appointments within 60 days after the expiration of the terms, or by approximately January 29, 2011, then the District Board of Directors may make the appointments. The Board of Supervisors maintains a policy to consider all interested candidates for seats it appoints. The District advertised the vacancies (posting a notice at the Contra Costa County Library in Pleasant Hill and the door of the Resource Conservation District office) and received two applications for the two seats, both incumbents. Since the number of applications received was not greater than the number of vacant seats, at its December 6, 2010 meeting, the IOC waived the interview process and approved the re-appointment of the incumbents to new terms that will expire on November 30, 2014.
