1. OPEN the Hearing on the proposed dissolution of Zone B in County Service Area R-7;
CONSIDER all oral and written comments; and CLOSE the Hearing;
2. DETERMINE whether a majority protest of the voters residing within the boundaries of
Zone B exists pursuant to Government Code section 25217.1(b)(1). In the event that the
Board determines that a majority protest exists, TERMINATE the proceedings;
3. If the Board determines that a majority protest does not exist, ADOPT Resolution No.
2010/581 attached hereto, dissolving Zone B of County Service Area R-7, San Ramon area.
FISCAL IMPACT:
There is no impact to the County General Fund.

Subject:Hearing on the Dissolution of County Service Area R-7B (Danville), San Ramon Area
BACKGROUND: (CONT'D)
the Board of Supervisors adopted Resolution No. 2010/465 initiating proceedings for the
dissolution of Zone B of County Service Area R-7, in the San Ramon area, and fixing
December 7, 2010 at 9:30 a.m., in the Board Chambers, as the time and place for a public
hearing. Public notices were sent to all parcels in Zone B of County Service Area R-7, to
all Special Districts within the Zone boundaries, and were posted in at least three public
locations.
Given that Zone B is inactive, has no funding sources and no expenditures, and that the
City of San Ramon has annexed the inhabited area of Zone B and taken over the
functions of Zone B (services for parks and recreation programs), Zone B of County
Service Area R-7 should be considered for dissolution by the Board of Supervisors
pursuant to Government Code section 25217.2.
After opening and closing the public hearing and assuming no majority protest, County
staff recommends that the Board of Supervisors approve dissolution of Zone B of County
Service Area R-7 and close any funding accounts associated with that zone. Further,
County staff recommends that after the effective date of the dissolutin of said zone, that
notice be made with the County Assessor and State Board of Equalization pursuant to
Government Code sections 54900-54902, including the filing of a Zone B map and
boundary description.
CONSEQUENCE OF NEGATIVE ACTION:
Without Board of Supervisors approval, Zone B of CSA R-7 will continue to exist,
resulting in the duplication of City and County Service Area services for parks and
recreation programs.
