ADOPT Resolution No. 2010/578 approving the Side Letter of Agreement between the
County and P.E.U., Local One allowing the classifications of Mental Health Employment
Specialist and Mental Health Community Support Worker II to receive the 5 % Unit Leader
Differential as written in Section 58.8.F.4 of the MOU, as recommended by the Human
Resources Director.
This side letter is retroactive to July 1, 2010.
FISCAL IMPACT:
The annual associated cost with this item is $6,329.70 of which $1,584.80 is attributable to
increased pension costs. These increased costs are funded by the State Department of
Rehabilitation and Mental Health Services Act funds.
BACKGROUND:
A side letter of agreement was signed by the County and P.E.U. Local One on November 9,
2010 to allow the classes of Mental Health Employment Specialist and Mental Health

BACKGROUND: (CONT'D)
Community Support Worker II to receive a Unit Leader Differential as outlined in Section
58.8.F.4 of the MOU.
All language in Section 58.8.F.4 applies to the classifications of Mental Health
Employment Placement Specialist and Mental Health Community Support Worker II and
the parties recognize that unit leader assignments are voluntary.
Unit leader duties may include arranging day-to-day staff work schedules for the unit,
including relief coverage; training new staff; attending meetings with clinical staff and
consumers to provide support and advocacy; and/or attending policy and/or
decision-making meetings.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved by the Board, it will negatively impact the Department by
not allowing the Mental Health Division the flexibility to properly utilize Lead Workers
in these classifications.
