FISCAL IMPACT: None BACKGROUND: On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/377, which requires that each regular and ongoing board, commission, or committee shall annually report to the Board of Supervisors on its activities, accomplishments, membership attendance, required training/certification (if any), and proposed work plan or objectives for the following year, on the second Tuesday in December. The attached report fulfills this requirement for the Aviation Advisory Committee. Activities A. On a monthly basis the AAC reviews the airports’ noise statistics to identify problem areas and recommend corrective actions B. On a monthly basis the AAC reviews and monitors airport development projects providing specific input and insuring community involvement C. On a quarterly basis the AAC reviews the airports’ budget forecasts and performance D. On an annual basis the AAC reviews and provides specific input to the Part 150 noise mitigation recommendations E. On an annual basis the AAC recognizes airport tenants and stakeholders for their contributions to and involvement with the airports F. The AAC provides regular input to the Airport Director and to the Board of Supervisors on issues affecting the county’s airports G. AAC members participate in a number of community outreach efforts including the Community- Buchanan Airport Partnership program II. Accomplishments A. Continued to enhance the role of the AAC as a key part of the process to address virtually any airport matter: The AAC is now proactively positioned as the entry point for public input, whereby it can respond to such input and make recommendations to the Airport Committee and/or the Board of Supervisors as needed B. Obtained approval for new bylaws that insure continuity with county policies and that provide a more stable membership for the AAC C. Proactively assisted in filling several AAC positions with new members who bring unique skills and background D. Worked with Airport Staff in the development and approval of new policies for Air Shows and Open Houses E. Worked with the Airport Director to draft and gain approval for a new budget reserve policy F. In conjunction with the Airport Staff closely monitored expenses and revenues to maximize available funding for pending projects and the airport reserve fund G. Reviewed Airport Staff analysis of noise complaints received through September 2010. While the 98 complaints received is an increase over the 83 complaints received during the same period in 2009, it remains well below historical averages. The analysis showed that the majority of the increase is from aircraft operations not originating or terminating at Buchanan or Byron airports. H. Actively participated in the review of the proposed Mariposa Energy Plant near Byron Airport I. Actively worked with Airport Staff on new Part 139 regulations and their operational and financial impact J. Helped sponsor “Buchanan for Kids”, a grass roots effort which obtained a First 5 grant to further enhance the Buchanan Field public observation area by installing new aviation-oriented playground equipment K. Through the Tenant Recognition Program, publicly recognized Pacific States Aviation for their heroic efforts to assist a crime victim III. Attendance/Representation A. AAC is composed of 11 members representing each of the supervisorial districts, the cities of Concord and Pleasant Hill, Diablo Valley College, the Airport Business Association and two at-large positions B. Three new strong members were added to replace the members from Pleasant Hill, Concord and District 5 C. The position representing District 1 will likely be filled by year’s end bringing the AAC to full membership for the first time in many years D. Quorums are achieved at all meetings with good participation from all members E. The AAC is a diverse group of aviation professionals, retired executives, consultants and educators. There is a balanced mix of pilots and non-pilots. IV. Training/Certification A. Committee members have attended county level training for advisory committee’s members B. Several committee members are also involved in other county and city advisory bodies, committees and commissions. V. Proposed Work Plan Objectives for Next Year A. Continue to be the front door to the public on any airport matter offer ing options for resolution and making recommendations as appropriate B. Continue rigorous reviews of airport development projects C. Continue rigorous reviews of airport financials D. Work with Airport Director to implement the Airport Budget Reserve Policy E. Conduct continuing reviews of Part 139 Certification requirements along with the associated expenses and make recommendations accordingly F. Continue to participate in the review and recommendations relative to the proposed development plans for Mariposa Energy Plant near Byron Airport G. Continue to monitor and recommend actions relative to implementation of the Master Plan H. Monitor Naval Weapons Station development plans and potential aviation impacts I. Continue to review security at both airports J. Provide input on the prioritization for the implementation of the Part 150 noise mitigation recommendations K. Continue to pursue improvements to the public observations area L. Continue to pursue community outreach efforts
