APPROVE and ADOPT plans, specifications, and design (piles, foundation, and site work) for the West County Health Center (“WCHC”) Project, San Pablo. 2. AUTHORIZE the General Services Director, or designee, to solicit bids from various trade contractors to be received during the period from approximately December 2010 to December 2011, and to issue bid Addenda as needed for clarification of the contract bid documents, provided the involved changes do not significantly increase the construction cost estimate. 3. DIRECT the Clerk of the Board to publish Notices to Contractors in accordance with Public Contract Code Section 22037, inviting bids for the various trades required for this project. 4. DIRECT the General Services Director, or designee, to mail notices to the construction trade journals specified in Public Contract Code Section 22036 at least thirty calendar days before the bid-opening date for each trade. Lango, General Services Director Date:December 7, 2010 Contra Costa County Subject:APPROVE BID DOCUMENTS AND AUTHORIZE THE SOLICITATION OF BIDS FOR THE WEST COUNTY HEALTH CENTER PROJECT, SAN PABLO FISCAL IMPACT: The estimated total project cost is $45 million. Funding in the amount of $12 million is from a federal Health Resources and Services Administration (“HRSA”) grant, provided under the American Recovery and Reinvestment Act of 2009. The remaining balance of $33 million will be provided through bond financing and dedicated revenue within the Hospital Enterprise Fund. BACKGROUND: The project involves constructing a new 2-story, 53,000-square foot health center in San Pablo. The new WCHC will serve the region by providing outpatient and ancillary services in a modern and efficient facility. In addition, a new 320-stall, 3-level parking structure will be built adjacent to the WCHC. On October 12, 2010, the Board approved a Negative Declaration for the project pursuant to the California Environmental Quality Act (CEQA). A Notice of Determination was subsequently filed with the County Clerk by the Director of Community Development, or designee. The “Construction Manager At-Risk” (“CM At-Risk”) project delivery method is being utilized on the project. Utilizing this method involves overlapping multiple design and construction phases in order to fast-track the project. Typically, the CM At-Risk method provides improved cost control, better allocation of risk, and enhanced project collaboration. With the CM At-Risk project delivery method, multiple trade bid packages (e.g., site work, concrete, framing, mechanical, and electrical) will be developed and issued for bidding. The design documents are currently being prepared by Hawley Peterson Snyder Architects, the architect hired for the project. To date, the plans and specifications for the piles, foundation, and site work (grading, etc.) have been completed and have been submitted to the Clerk of the Board. As the design documents for additional trades are completed, they will similarly be filed with the Clerk of the Board for approval and adoption by the Board. Staff recommends that the Board approve and adopt the plans, specifications, and design for the piles, foundation, and site work. Staff also recommends that the Board authorize the General Services Director, or designee, to solicit bids from trade contractors for the various trades involved in this project. The trade bids will be solicited from December 2010 through December 2011, starting with trade bids for piles, foundation, and site work. As bids are received for the various trades, the bids will be presented to the Board for award of trade contracts (i.e., construction contracts for each trade). The total construction cost estimate is approximately $29 million. The prevailing rates of per diem wages, which are stipulated by federal law and the federal grant terms, are on file with the Clerk of the Board of Supervisors and will be the minimum rates required on this project. CONSEQUENCE OF NEGATIVE ACTION: If the authorization to bid is not approved, the project cannot progress into the Construction Phase and the project may not be built.
