CONSIDER directing staff to amend Committee bylaws to add two (2) additional seats to
the Committee’s membership: 1) an environmental organization seat and 2) an
environmental education seat, as recommended by the Internal Operations Committee and
provide guidance on the process to be used to fill the new seats.
FISCAL IMPACT:
No fiscal impact to the County occurs due to implementation of this recommendation.
BACKGROUND:
On November 10, 2009, the Board of Supervisors established the Integrated Pest
Management Advisory Committee.
Purpose of the Integrated Pest Management (IPM) Advisory Committee (from the
Committee's Bylaws):
A. Protect and enhance public health, County resources, and the environment;
B. Minimize risks and maximize benefits to the general public, staff and the environment as
a result of pest control activities conducted by County staff and contractors;

ByLaws
C. Promote a coordinated County-wide effort to implement IPM in the County in a manner
that is consistent with the Board-adopted IPM Policy;
D. Serve as a resource to help Department Heads and the Board of Supervisors review and
improve existing pest management programs and the processes for making pest
management decisions;
E. Make policy recommendations upon assessment of current pest issues and evaluation of
possible IPM solutions; and
F. Provide a forum for communication and information exchange among members in an
effort to identify, encourage, and stimulate the use of best or promising pest management
practices.
BACKGROUND: (CONT'D)
Purview of the Committee: The Committee is concerned with the operation of County
Departments and not with the actions of other public agencies, private individuals,
business, or industry.
Current Committee Membership
III. Membership
A. The membership of the Committee shall be composed of the following:
1. Four (4) ex-officio, non-voting members as follows:
a. Agricultural Commissioner, or designee
b. General Services Deputy Director, or designee
c. Public Works Deputy Director, or designee
d. Current Structural Pest Management Contractor with General Services
Department
2. Seven (7) voting members as follows:
a. Two (2) ex-officio members:
i. Health Services Department representative
ii. County/Unicorporated County Storm Water Program representative
b. Five (5) public members:
i. Public and Environmental Health Advisory Board representative
ii. County Fish and Wildlife Committee representative
iii. Three (3) Type 2, "At Large Appointments"; per Resolution No.
2002-377
Addition of Seats to the Committee:
On March 1, 2010 the County’s Internal Operations Committee (IO) instructed the IPM
Advisory Committee (the Committee) to consider additional seats for Committee
membership.
On October 13, 2010, the Committee discussed the matter and voted unanimously to
recommend adding an environmental organization seat and an environmental education
seat.
On November 1, 2010, IO concurred with the recommendation of the Committee.
Staff Recommendation:
Staff recommends amending Section III.A.2 of the Committee’s bylaws to add two
environmental seats to read as follows (changes are shown in bold and underlined):
2. Nine (9) voting members as follows:
a. Two (2) ex-officio members:
i. Health Services Department representative
ii. County/Unicorporated County Storm Water Program representative
b. Seven (7) public members:
i. Public and Environmental Health Advisory Board representative
ii. County Fish and Wildlife Committee representative
iii. Three (3) Type 2, “At Large Appointments, per Resolution No.
2002-377
iv. One (1) Type 3, At Large Appointment, per Resolution No.
2002-377 for an environmental organization
v. One (1) Type 3, At Large Appointment,per Resolution No. 2002-377
for an environmental education organization
And amending Section VIII. E and F to read as follows:
E. A quorum of the total membership (at least 7 members) must be present in order
to hold a meeting. In the absence of a quorum, no formal action shall be taken
except to adjourn the meeting to a subsequent date.
F. Voting at Meetings
1. A quorum of voting members (at least 5 members) must be present before
any vote on matters before the Committee can take place. Passage of a matter
requires approval by a simple majority of the voting members present, except
on matters involving policy recommendations to the Board of Supervisors.
2. Passage of matters involving policy recommendations to the Board of
Supervisors requires approval by a simple majority of the total number of
voting members (at least 5 members).
An environmental organization is defined as an organization that has as its main focus
one or more of the following criteria: the protection, enhancement, and/or enjoyment of
the environment.
An environmental education organization is defined as an organization that has as its
main focus one or more of the following criteria: the education of the public about the
protection, enhancement and/or enjoyment of the environment.
Only an individual can apply for a seat, and they must apply to represent a specific
environmental or environmental education organization. In order for an individual to be
eligible to apply they must have a letter of support from an environmental or
environmental education organization nominating that individual to represent the
organization.
Request for Guidance : Currently the IPM Advisory Committee is following the process
outlined in Board Resolution No. 2002/377 which sets the policy governing appointments
to Boards, Committees, and Commissions, including at large appoints with specific
qualifications. Under this resolution, the process for the two new seats is having the
advisory body review all applications to eliminate clearly ineligible candidates. The
Internal Operations Committee then nominates an individual for full Board action after
giving the affected advisory body an opportunity to screen, interview, and rank the
eligible applicants and make its nomination(s) to the Internal Operations Committee.
Members of the public have raised concerns regarding this process. Therefore, staff is
requesting that the Board provide guidance on the process for screening and interviewing
applicants for any new seats on the Committee.
CONSEQUENCE OF NEGATIVE ACTION:
There will not be any representation from the environmental community on the
Integrated Pest Management Advisory Committee.
