APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract with
Clancy Systems International, Inc., including mutual indemnification, in an amount not to
exceed $25,000 for parking citation processing for the period September 1, 2010 through
August 31, 2011.
FISCAL IMPACT:
$25,000 General Fund cost offset by revenue collection.
BACKGROUND:
On September 1, 2010, the Contra Costa County Office of Revenue Collections (ORC)
stopped processing parking citations for the law enforcement agencies in the county. This
required each law enforcement agency to contract with outside vendors to process parking
citations for payment. Clancy Systems International, Inc., was already being utilized by
ORC to track the parking citation payments through proprietary software and databases. The
Office of the Sheriff will contract with Clancy Systems International, Inc.,

BACKGROUND: (CONT'D)
to ensure uninterrupted processing of parking citations and accessibility to historical data
already being stored on Clancy Systems International, Inc.'s, databases.
The contract modifies the standard indemnification clause to include mutual
indemnification, which has been reviewed and approved by County Counsel.
