Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Novation Contract #24–707–50 with Contra Costa Association for Retarded
Citizens, a non-profit corporation, in an amount not to exceed $846,336, to provide a day
treatment program for high risk, delayed, or emotionally disturbed children at the Lynn
Center, for the period from July 1, 2010 through June 30, 2011. This Contract includes a
six-month automatic extension through December 31, 2011, in an amount not to exceed
$423,168.
FISCAL IMPACT:
This Contract is funded 62% by Federal FFP Medi-Cal Revenue, 35% by State Early
Periodic Screening, Diagnosis and Treatment (EPSDT), and 3% by County Mental Health
Realignment. (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing a day treatment
program for preschoolers with measurable delays in interpersonal, social/emotional,

language and cognitive development for children who are at risk for such delays, included
are abused, developmentally delayed, emotionally disturbed and environmentally deprived
children who do not meet the criteria for any categorical funding source for services.
On December 1, 2009, the Board of Supervisors approved Novation Contract #24–707–49
with Contra Costa Association for Retarded Citizens, for the period from July 1, 2009
through June 30, 2010, which included a six-month automatic extension through December
31, 2010, for the provision of State Early Periodic Screening, Diagnosis and Treatment and
day treatment programs for high risk, delayed, or emotionally disturbed children.
Approval of Novation Contract #24–707–50 replaces the automatic extension under the
prior Contract and allows the Contractor to continue providing services through June 30,
2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, high risk, delayed, and emotionally-disturbed
developmentally-delayed children, ages 0 through 6, will not have access to the mental
health treatment services that they need.
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors’ community outcomes:
“Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and
Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for
Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS).
