Approve and authorize the Health Services Director, or his designee (Wendel Brunner,
M.D.), to execute, on behalf of County as follows:
A. County Standard Agreement #29-388-54 (#10-95254) with the California Department of
Public Health, to pay the County an amount not to exceed $2,693,403, for continuation of
the County’s AIDS Program, for the period from July 1, 2010 through June 30, 2013; and
B. Approve and authorize the Purchasing Agent, on behalf of Health Services Director to
purchase emergency medical transportation vouchers from various retailers in an aggregate
amount not to exceed $8,000 each year for three years for the AIDS Program, through June
30, 2013.
FISCAL IMPACT:
Approval of this Agreement will result in a three year agreement in an amount not to exceed
$2,693,403 of funds from the California Department of Public Health for fiscal years 2010
through 2013. No County funds are required.

Subject:Standard Agreement #29-388-54 with the California Department of Public Health
BACKGROUND:
The Master Agreement incorporates a Memorandum of Understanding (MOU) for each
service component of the AIDS program which defines the services to be provided and the
budget. The MOUs are negotiated by staff of the State Office of AIDS and the County's
AIDS Program representatives. The State requires only that the MOUs be signed by the
State Office of AIDS Chief and the County's Health Officer, or his designee. This
streamlines and expedites the contracting procedure for the AIDS Program, as only the
Master Grant Agreement and any formal amendments to the Master Grant Agreement
require County Board of Supervisors and State Department of Finance approval.
On November 27, 2007, the Board of Supervisors approved Standard Agreement
#29-388-49 (as amended by Amendment Agreements #29-388-50 through #29-388-53) with
the State Department of Health Services, (now known as the California Department of
Public Health), for the County’s AIDS Programs including testing services, surveillance,
case management, prevention education, outreach, social marketing, and services to women,
for the period from July 1, 2007 through June 30, 2010. Approval of Standard Agreement
#29-388-54 will allow continuation of the County’s AIDS Program through June 30, 2013,
including agreeing to indemnify and hold the State harmless for claims arising out of the
County’s performance under the Agreement.
This agreemen allows for the purchase of transportation vouchers for consumers in the
amount of $8,000 per year for three years.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, County will not receive the necessary funding to support the
reduction in transmission of HIV, provide case management services that will reduce
hospitalization and support to HIV positive individuals to live at home or allow for
compliance with State and Federal requirements for reporting of communicable disease.
