APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to
execute a contract amendment with Pacific Gas and Electric Company (PG & E), effective
November 24, 2010, to include current billing rates for building inspection services for the
Gateway Generating Station, with no change in the original term of September 1, 2001.
FISCAL IMPACT:
This contract amendment will allow the Department of Conservation and Development
(DCD) to receive payment for building inspection services provided to PG & E. Such
payments will fully reimburse DCD for the cost of providing services.
BACKGROUND:
The Gateway Generating Station is a power plant located in an unincorporated area of
eastern Contra Costa County, northeast of the City of Antioch. The facility is under the
jurisdiction of the California Energy Commission (CEC). The CEC delegated the role of
Chief Building Official for this facility to Contra Costa County (the County) through a
Memorandum of Understanding

BACKGROUND: (CONT'D)
effective August 6, 2001. PG & E became the owner of the Gateway Generating Station
in 2006. Since that time, the County has provided building inspection services to PG & E
for this facility.
On October 18, 2010, the CEC approved a modification to the Gateway Generating
Station that allows PG & E to construct additional buildings at the facility. This contract
amendment will allow the County to continue providing building inspection services to
PG & E for the Gateway Generating Station at current billing rates.
CONSEQUENCE OF NEGATIVE ACTION:
If this item is not approved, the County will not receive full reimbursement for its costs
of providing services to PG & E.
