APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
on behalf of the Workforce Development Board, to apply for and accept U. S. Department
of Labor, Employment and Training Administration grant funding for the YouthBuild
program in an amount not to exceed $1.1 million over a three-year period of July 1, 2011
through June 30, 2014.
FISCAL IMPACT:
County to receive up to $1.1 million over a three-year period. An in-kind or cash match
equivalent to 25% of the grant award amount is required (up to $275,000). Federally
Funded. All districts.
BACKGROUND:
YouthBuild is a youth and community development program that simultaneously addresses
several core issues facing low-income communities: housing, education, employment, crime
prevention, and leadership development.
The YouthBuild model balances school learning that leads to the achievement of a high

BACKGROUND: (CONT'D)
diploma or General Education Development ( GED) credential and construction skills
training that prepare youth for career placement. The in-school component is an alternative
education program that assist youth who are often significantly behind in basic skills to
obtain a high school diploma or GED.
The primary target populations for YouthBuild are high school dropouts who may also be
adjudicated youth, youth aging out of foster care, youth with disabilities, and at risk youth.
YouthBuild will enable these youth to access the education they need to move on to
post-secondary education and/or high growth, high-demand jobs which will enable them to
prosper in the 21st century economy.
Grants will be awarded for a three-year period. This includes two years of core program
operation (education, occupational skills training, and youth leadership development
activities), plus an additional year of follow-up support services and tracking of participant
outcomes.
CONSEQUENCE OF NEGATIVE ACTION:
YouthBuild services can not be provided without the approval for grant funding.
CHILDREN'S IMPACT STATEMENT:
YouthBuild funding will support two of the community outcomes established in the
Children's Report Card: 2) "Children and Youth Healthy and Preparing for Productive
Adulthood" and 3) "Families that are Economically Self Sufficient".
