HomeMy WebLinkAboutMINUTES - 11232010 - C.34RECOMMENDATION(S): APPROVE and AUTHORIZE the Agricultural Commissioner, or designee, to execute Agreement #10-0593 with the California Department of Food and Agriculture (CDFA) to pay the County an amount not to exceed $66,331 to perform high-risk parcel inspections at terminals or other facilities per Food and Agricultural Code. The period of this agreement is July 1, 2010 through June 30, 2011. FISCAL IMPACT: This agreement provides revenue and will not result in an increase in net county cost or negatively impact the Department budget. BACKGROUND: Legislation in 1997 encouraged a study to be conducted to evaluate the statutory and regulatory responsibilities and appropriate funding sources for county agricultural commissioner programs. The study placed priority upon the pest exclusion program and identified opportunities for improving and funding mandated activities. In 1998 legislation was passed as a result of this study. Guise, Director of Agriculture/Weights & Measures Date:November 23, 2010 Contra Costa County Subject:High-Risk Pest Exclusion #10-0593 BACKGROUND: (CONT'D) geared toward funding high-risk exclusion activities performed by the county agricultural commissioners throughout the State. Agreement #10-0593 sets activity levels that are designed for Contra Costa County based on historical workloads, costs and a negotiated work plan to maintain optimal service levels. The agreement improves the service level of high-risk exclusion activities in the county in regard to enforcement of quarantines designed to keep exotic and invasive pests out of California and Contra Costa County. CONSEQUENCE OF NEGATIVE ACTION: Negative action will result in a loss of revenue through reimbursement for mandated work that is performed by the department. CHILDREN'S IMPACT STATEMENT:
