Adopt Position Adjustment Resolution No. 20832 to establish the classification of Health
Services Planner/Evaluator Level B - Project (VAN1) (represented) at salary level ZB2
1323 ($4079.53 - $6362.67) and add two full-time positions; Add one full-time Mental
Health Clinical Specialist - Project (VQS2) (represented) one full-time position at salary
level QT2 1362 ($4240.14 - $6294.51); Add Adminsitrative Analyst - Project (APW1)
(represented) one full-time at salary level C85 1277 ($3783.44 - $4598.79); and Add Senior
Clerk Project (9KT7) (represented) one full-time position at salary level QH5 1089
($3236.94 - $3934.53) in the Mental Health Division of the Health Services Department.
FISCAL IMPACT:
Upon approval, this action will result in an annual cost of approximately $550,373 and will
be fully funded by Mental Health Services Act monies.
BACKGROUND:
The Health Services Department is implementing a new Behavior Health System (BHS) for
the Mental Health and Alcohol and Other Drugs Divisions. This new system, which is

Subject:P300 #20832 Establish Health Services Planner/Evaluator B-Project and add five project positions in Mental
Health Division/Health Services Department.
BACKGROUND: (CONT'D)
used primarily for claims purposes, will replace the existing system which is over twenty
years old. This new BHS includes functionality for Electronic Medical Records, Practive
Management, Managed Care, and E-prescribing. Some existing Mental Health staff will
be working on this project full-time in conjunction with IT staff. These project positions
are needed to backfill behind the staff assigned to work on the implementation project.
The duties of the project positions are as follows:
Health Services Planner/Evaluator -B: will assist in the development and implementation
of Performance Improvement projects; conduct focus groups and consumer perception
surveys; prepare data for external quality review organization review; prepare data for
Department of Mental Health audit, and conduct general analysis and write reports.
Mental Health Clinical Specialist will be assigned to the Care Management unit to
conduct assessments and authorize services.
Administrative Analyst will assist in the staff privileging process for scope of practice,
review compliance and claiming issues, and assist in the planning of audits and reviews.
Clerk - Senior will provide support to the Care Management unit including appointment
scheduling, access line calls, and other general clerical duties.
CONSEQUENCE OF NEGATIVE ACTION:
If the recommendation is not approved, services to mental health consumers may be
adversely impacted.
