SUBJECT: APPROVAL OF FUNDING INCREASE
REFUGEE SUPPORT SERVICES (REFERENCE #29-025)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Approve the recommendation of the County advisory Council for Refugee
Services and Targeted Assistance relative to a revised plan and increased
funding allocation for Refugee Resettlement Program Services to $176,960 for the
period April 1985 to March 1987 as requested by the State Office of
Refugee Services.
BACKGROUND
On September 18, 1984, the Board approved the County Plan for Refugee
Targeted Assistance and the County Plan for Refugee Resettlement Program
Services for submission to the State Office of Refugee Services. The
County Plan was developed based on a proposed budget of $142,000 for
Refugee Resettlement Services. Resettlement programs are provided
directly by the State which contracts with several providers. The State
Office of Refugee Services has notified the County that this allocation
has been increased to $176,960 for the period April 1985 to March 1987.
The Social Service Department has reconvened the County Advisory Council
for Refugee Services and Targeted Assistance to recommend modifications
to the Plan which provide for the increase in funds. A revised copy of
page 11 of the County Plan is attached and shows the Refugee Programs
being funded and the funding levels as revised. The State requires
Board of Supervisors approval of the Plan revisions and funding increase.

FUNDING ALLOCATION FOR REFUGEE SUPPORT SERVICES
The Advisory Council recommended that English-as-a-Second Language, Health
Accessing and one-third of the Central IntakefUnit be funded under the RRP. Figure 4
depicts these service programs and the allocation percentage and funding level for
each.

* Recommend that if HA is also funded in Alameda County, that ORS contract Jor HA on a
regional (i .e. , Alameda-Contra Costa) basis. If ORS is unable to enter into a
regional contract, change percentages to: 70.5% ESL and 10% HA.
If Health Accessing grant award is less than the 10°x, ORS shall award the remainder to
the provider(s) of English as-a-Second Language.
Further, should ORS change the program definition ,for Health Accessing, Contra Costa
County reserves the right to request a County Plan revision.
