SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
Recommendation
That the Board AUTHORIZE the Executive Director, Contra Costa County Private Industry
Council, to conduct contract negotiations with the three (3) proposed Service
Providers (Contractors) listed below, to operate the County's Hard-to-Serve Project
under Title IIA of the Job Training Partnership Act (DTPA) 6% Incentive Funds, as
specified below:

Background
Submission of a JTPA Title IIA 6% Project grant requesting funding of these programs
was approved by the Board by its Order dated December 11, 1984.
On December 17, 1984 the Private Industry Council of Contra Costa County approved
selection of the above-mentioned service providers to operate said programs. These
programs will serve Contra Costa County residents who are Title IIA JTPA-eligible.
Funds for these proposed contracts are 100% federal funds.

SUBJECT: AUTHORIZING EXECUTION OF FIVE-MONTH CONTRACT EXTENSIONS WITH FOUR (4) JTPA
TITLE II-A OLDER WORKERS PROGRAM CONTRACTORS
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
Recommendation
That the Board AUTHORIZE the Executive Director, Contra Costa County Private
Industry Council, to execute, on behalf of the County, standard form Contract
Amendments with four (4) Job Training Partnership Act (JTPA) Title II-A
Contractors as specified in the attached "JTPA Title II-A Older Workers Program
Specifications Chart," effective January 31, 1985, to extend the Contract
termination dates from January 31, 1985 to June 30, 1985 and to increase the
respective Contract Payment Limits, subject to approval by County Counsel as to
legal form, and under terms and conditions as more particularly set forth in
said Contract Amendments.
Background
By its Order dated October 23, 1984, the Board authorized the execution of
Contracts with the above-mentioned Contractors for the six-month term
beginning August 1, 1984 and ending January 31, 1985, to provide job
search/classroom/on-the-job training and job placement services for JTPA-
eligible older workers residing in Contra Costa County.
Subsequent to the execution of these contracts, certain unused federal fiscal
year 1983-84 carry-in funds were identified by this Department; and on December
11, 1984, the Board approved submission of the JTPA Subgrant Agreement
Modification (County #19-8026-8), including a request to use said funds thereby
enabling the County to operate its JTPA Title II-A Older Workers Program
through June 30, 1985.
The herein requested Amendments will provide for continued services by said
Contractors for County's JTPA-eligible older workers through June 30, 1985. /
Funds for these Contract Amendments are 100 percent federal funds.

SUBJECT: AUTHORIZING EXECUTION OF CONTRACT AMENDMENTS WITH CERTAIN EXISTING JTPA
TITLE II-A CONTRACTORS
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
Recommendation
That the Board AUTHORIZE the Director, Contra Costa County Private Industry
Council, to execute, on behalf of the County, standard form Contract Amendments
with certain Job Training Partnership Act (JTPA) Title II-A Contractors as
specified in the attached "JTPA TITLE II-A Specifications Chart, " effective
January 15, 1985, to extend the termination date of said contracts from June 30,
1985 to August 31, 1985 and to increase the respective Contract Payment Limits,
subject to approval by County Counsel as to legal form, and under terms and
conditions as more particularly set forth in said contract amendments.
Background
By its Order dated June 26, 1984, the Board authorized execution of standard
form contracts with these service providers (contractors), to provide training'
and job placement services to eligible County residents under the Job Training
Partnership Act (JTPA) for the twelve-month period beginning July 1, 1984 and
ending June 30, 1985.
Further, by its Order dated December //j 1984, the Board authorized execution and
submission to the State of California Job Training Partnership Office (JTPO) of
amendments to the County's JTPA Job Training Plan (County #19-8026-7) and the
County's JTPA subgrant Agreement (County #19-8026-8) which included the
programming of unallocated PY 183-'84 carryover funds.
Provision of both services to additional JTPA II-A participants and additional
funds for use by these Contractors was approved by the Private Industry Council
of Contra Costa County at its meeting of November 19, 1984.
The herein requested contract amendments will provide increased services to the
County's JTPA II-A participants and will provide an additional two-month period
for job placement activities.
Funds for these Contract Amendments are 100 percent federal funds.
