APPROVE and AUTHORIZE the Director of Airports, or designee, to execute a two-year
contract with Mead & Hunt to perform the design engineering for the Buchanan Field
Airport Runway 1L/19R rehabilitation project, Concord Area.
FISCAL IMPACT:
There is no negative impact on the General Fund. The total contract cost for the Runway
1L/19R rehabilitation design engineering project is $179,500 which will be funded by the
Airport Enterprise Fund. This project is eligible for a Federal Aviation Administration
(FAA) grant (up to 95% of total cost) which will be submitted by the end of 2012 for the
design engineering and construction of the rehabilitation project.
BACKGROUND:
In 2009 Contra Costa County (County) issued a Request for Statement of Qualifications
(SOQ) for engineering, planning and environmental firms to assist the Airports Division
with anticipated projects for a three-year period. The County interviewed and ranked the
consultants that responded to the SOQ.

BACKGROUND: (CONT'D)
1L/19R, the primary runway, at Buchanan Field Airport requires rehabilitation to
improve the deteriorating pavement conditions. Due to the project cost ($179,500) and
the eligibility to receive FAA grant reimbursement for the design engineering work,
County staff sent a project specific technical services solicitation to the top three ranked
CSA consultants in order to determine the most qualified firm to perform this work.
Public Works and Airports Division staff reviewed the three proposals and determined
unanimously that Mead & Hunt was the preferred consultant for this work.
The Airports Division is now requesting to execute a two year contract (November 9,
2010 through November 8, 2012) with Mead & Hunt to perform the design engineering
for the Runway 1L/19R rehabilitation project. The total project cost is $179,500 which
will be funded by the Airport Enterprise Fund. Airports Division staff will submit a grant
to the FAA to reimburse for the design engineering and fund the rehabilitation
construction work when the total project scope and cost is better defined.
CONSEQUENCE OF NEGATIVE ACTION:
If the Airports Division is unable to execute a contract with Mead & Hunt the pavement
on Runway 1L/19R will continue to deteriorate which may impact the long-term ability
to use this primary runway.
