HomeMy WebLinkAboutMINUTES - 11092010 - C.02RECOMMENDATION(S): APPROVE and AUTHORIZE the Public Works Director, or designee, to sign and submit a Cooperative Work Agreement extension request to California Department of Transportation (Caltrans) and California Department of Finance for the extended use of federal funds allocated to Orwood Road Bridge Replacement Project. Brentwood area. FISCAL IMPACT: In 2000, the Public Works Department was awarded federal funding for the replacement of Orwood Road Bridge (over Indian Slough) through the Highway Bridge Replacement and Rehabilitation Program (HBRRP). In 2004, a portion of these funds were allocated for expenditure with a reversion date of June 30, 2011, after which, the unspent balance of allocated funds would be lost. This Cooperative Work Agreement (CWA) request, subject to final approval by the California State Department of Finance, extends the deadline for using the unspent fund balance for up to one year. There is no fiscal impact to the General Fund. Bridge Replacement Project BACKGROUND: (CONT'D) Bridge over Indian Slough that was constructed in 1947. The proposed project involves the removal of the existing timber bridge and the construction of a replacement bridge of similar size that meets current traffic safety and design standards. The Preliminary Engineering phase of the Orwood Road Bridge Replacement Project was awarded $608,000 in federal funds through the HBRRP in September 2000. Approximately $128,000 of these funds, which are currently available for expenditure, will expire on June 30, 2011 unless a CWA is put into place to extend the expenditure deadline for up to one year. These funds will be needed beyond the June 30, 2011 deadline in order to complete the environmental clearance process and to make design revisions as a result of the unforeseen request by East Bay Regional Park District to add a Class I pedestrian trail to the bridge design. This additional project scope was approved by Caltrans on February 28, 2008. In order to ensure that funds are available to complete the preliminary engineering phase, the Public Works Department recommends requesting this one-year funding extension. CONSEQUENCE OF NEGATIVE ACTION: An extension request for the funds awarded for the Orwood Road Bridge Replacement Project will not be signed and submitted, and those funds will not be available for the completion of preliminary engineering of the project.
