THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on January 8, 1985 , by the following vote:
AYES: Supervisors Powers , Fanden, McPeak, Schroder , Torlakson.
NOES: None .
ABSENT: None.
ABSTAIN: None.
SUBJECT: PRIORITY LEGISLATIVE ISSUES--1985 REGULAR SESSION
The Board having considered recommendations from the County Administrator
on priorities for legislative action during the 1985 Regular Session of the
California State Legislature, and having added to the recommendations made by
the County Administrator;
IT IS BY THE BOARD ORDERED that the following are the priority issues
on which the Board is particularly concerned that action be taken during the
1985 Regular Session of the California State Legislature:
1 . Authority for the Metropolitan Transportation Commission to
increase tolls on the bridges in San Francisco Bay in order to
provide a fund for transit capital improvements similar to
AB 3877 (Campbell ) of the 1983-1984 Regular Session which was
veoted in the last session.
2. Support legislation which will clarify and stabilize the right
of the County to retain 5% of the proceeds from the supplemental
property tax roll for administrative costs.
3. Support a cooperative proposal along the lines of one being
supported by Alameda County which would provide some fiscal
relief for counties in circumstances where property tax
revenues are lost to redevelopment agencies.
4. Relief for local government from the existing provisions relating
to joint and several liability.
5. Legislation to equalize mental health funding between counties,
or at least provide a program for reaching equitable funding
in the near future.
6. Support legislation similar to AB 3156 (Bronzan) of the 1983-1984
Regular Session which was vetoed by the Governor, but which would
have increased outpatient Medi-Cal reimbursements to county hospitals.
7. Support legislation which would require the State to provide matching
funds to local governments to cover the cost of comparable worth
increases provided to employees who are working on State-mandated
programs.
8. Endorse legislation providing for appropriate increases in user
fees for a variety of services provided by the County.
9. Support legislation which will establish as an important criteria for
allocation of school construction bond funds the extent to which local
jurisdictions have met affordable housing goals.
