Home My WebLink AboutMINUTES - 01081985 - 1.67 TO: BOARD OF SUPERVISORS � FROM: Phil Batchelor, Contra County Administrator `Costa DATE: January 8, 1985 County SUBJECT: Supplemental Allocations from the Special District Augmentation Fund for Various County and Independent Special Districts SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Authorize the following allocations and appropriation adjustments where required affecting the Special District Augmentation Fund: Rodeo Fire Protection District: $52,085 for overtime related to long-term injuries; /Tassajara Fire Protection District: $1, 943 for equipment repairs and operating costs; / Riverview Fire Protection District: $15, 170 for the replacement of a fire truck engine; Byron-Brentwood-Knightsen Cemetery District: $3, 000 for mowing equipment; Pleasant Hill Recreation and Park District: $85 ,000 for first year acquisition cost of new maintenance facility; Ambrose Recreation and Park District: $12,965 additional operating expense--required because of reduced available balance; Contra Costa Resource Conservation District: $4, 197 additional operating allocation resulting from statutory changes. BACKGROUND Rodeo Fire Protection District: The Rodeo Fire Protection District has totally depleted its overtime budget because of long-term job related injuries to two firefighters. The recommended supplemental allocation in the amount of $52, 085 is required to cover the absence of the two ,fire- fighters and routine overtime needs for the balance of the fiscal year. Tassajara Fire Protection District: The District has requested supplemental operating funds to cover two unanticipated expense items totaling $1, 943. The first item is $1, 500 for the cost of the election to authorize continuation of the appropriation limit increases originally authorized by election in April, 1982, The second expense item in the amount of $443 was for the repair of breathing units to comply with OSHA ;st ndards. Riverview Fire Protection District: The cost of an unanticipated engine replacement in the amount of $15, 170 has totally depleted the district's central garage repairs account. The recommended allocation is necessary to provide funds for routine vehicle repairs for the balance of the fiscal year. Byron-Brentwood-Kni htsen Cemetery District: The recommended allocation of 3, 000 will provide for the purchase of mowing equipment to be used with existing mowers. The additional equipment will increase the effectiveness of existing equipment and will result in reduced labor and irrigation costs of maintaining lawn areas. Pleasant Hill Recreation and Park District: The District has entered into an agreement with the City of Pleasant Hill for the construction of a maintenance facility. The financing proposal for the District's share of the facility cost requires an initial amount of $250,000 . The District has accumulated $165, 000 from various sources over the years which will be applied toward the initial project requirement. The allocation of $85 ,000 is recommended to complete the $250, 000 financing requirement. The proposed annual financing cost that can be funded by the District without further reliance on the Augmentation Fund for this purpose . Ambrose Recreation and Park District: The recommended allocation in the amount of $12, 965 is necessary to balance the operating budget of the District. The allocation is required because of a reduction in the avail- able balance. The inital operating budget of the District was based on an estimated beginning balance of $17, 944. Subsequent to the adoption of the budget, it was determined that the available balance was actually $4, 979. Accordingly, it is necessary to add the recommended $12,965 to adequately fund the operations of the District. Contra Costa Resource Conservation District: The recommended allocation in the amount of $4, 197 is necessary to fund the operations of the District for this fiscal year. The recommended amount was not allocated to the District initially because of AB 1849. AB 1849 precluded allocation of Special District Augmentation Funds to districts that did not contribute to the fund. Subsequent to the adoption of the budget, AB 1849 was amended to remove the prohibition against funding such districts . Your Board has allocated funds to the district to balance the operating budget for the last four fiscal years .
