Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Novation Contract #74–060–17 with STAND! Against Domestic Violence, a
non-profit corporation, in an amount not to exceed $211,000, to provide alcohol and drug
treatment services for the period from July 1, 2010 through June 30, 2011.
FISCAL IMPACT:
This Contract is funded 100% by First Five Contra Costa (Proposition 10). (Rates have
increased)
BACKGROUND:
This Contract meets the social needs of County’s population by providing screening and
early intervention mental health services to at-risk and special-needs children of women
who are in the Child Welfare System, and who are receiving substance abuse treatment
services.
In August 2009, the County Administrator approved, and the Purchasing Services Manager
executed Contract #74–060–14 (as amended by Contract Amendment

BACKGROUND: (CONT'D)
Agreements #74–060–15 and #74–060 16) with STAND! Against Domestic Violence, for
the period from July 1, 2009 through June 30, 2010, which included a three-month
automatic extension through September 30, 2010, for the provision of specialized domestic
violence counseling and education services to women in substance abuse treatment programs.
Approval of Novation Contract #74–060–17 replaces the automatic extension under the
prior Contract and allows the Contractor to continue providing services through June 30,
2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, children in the Child Welfare System would not receive
mental health developmental services, and their mothers would not receive domestic
violence counseling services, resulting in fewer parent-child reunifications and more
ongoing child welfare cases.
CHILDREN'S IMPACT STATEMENT:
This First 5 Contra Costa program supports the following Board of Supervisors’ community
outcomes: “Children Ready For and Succeeding in School” and “Families that are Safe,
Stable, and Nurturing”. Expected outcomes include increased knowledge about the impact
of addiction; decreased use of alcohol, tobacco and other drugs; increased use of
community-based resources; and increased school and community support for youth and
parents in recovery.
