CONSIDER accepting an update on the Independent Living Skills Program and Project
YES, as recommended by Supervisor Bonilla.
FISCAL IMPACT:
None.
BACKGROUND:
This program is designed to prepare young people in foster care and group homes for
emancipation. The Independent Living Skills Program (ILSP) offers a range of services to
adolescents ages 15.5 through 21 years old. These services include daily living skills,
money management, career and educational planning, and housing assistance. We also
assist with college visits, selection and application of financial aid for those young adults
who are moving on to higher education.
This goal is to enable the young adults to achieve self-sufficiency before leaving the foster
care system and to provide support services upon emancipation. According to statewide
statistics, each year approximately 4,500 youths “age out” of Foster Care when they reach

BACKGROUND: (CONT'D)
or its equivalent prior to reaching the age of 19.
Supervisor Bonilla became aware of an employment program for emancipated foster youth
in Santa Clara County and decided to create a program for Contra Costa County’s foster
youth. Supervisor Bonilla’s efforts along with the commitment and assistance of other
Contra Costa County department directors brought about Project YES. Through ILSP,
emancipated foster youth are eligible for Project YES, a time limited work experience
program in various Contra Costa County departments. Project YES allows these youths to
build their work skills and provides them the opportunity for workplace advancement.

None.
