RECEIVE an update from Contra Costa County Fire Protection District regarding an
opinion research and survey for a June 7, 2011 parcel tax measure, and;
DIRECT the Fire Chief, Contra Costa County Fire Protection District, to initiate an opinion
and tax threshold survey.
FISCAL IMPACT:
Approximately $66,500.
BACKGROUND:
The Contra Costa County Fire Protection District (District) has been relying on reserves to
balance their budget. Understanding that the fiscal problem is structural, the District must
prudently plan for Fiscal Year 2011-12 and beyond in an uncertain and challenging
economic environment. It is critical that the District uncover all possibilities to regain
solvency. At the September 28, 2010 Board of Supervisors meeting, the Board

recommended that, along with cost-cutting measures, the District consider revenue
enhancements, including a parcel tax.
The Board further directed the District to engage a company to help in moving towards a
June 7, 2011 ballot measure and to report back to the Board with updates and for input. The
District has contracted with SCI Consulting Group (SCI) to help design a survey and to poll
a sample of registered voters to determine, among other items:

Importance of issues;
Initial ballot test;
Reasons of opposition;
Tax threshold;
Related attitudes towards current EMS, and;
Background/demographics.
The District met with SCI on October 21 to discuss basic issues and time frames. The last
day for a jurisdiction to call an election and file with the Election Department for a June 7,
2011 election is March 11, 2011.
In order to best identify issues and to determine the most accurate probability of success,
SCI Consulting Group recommends two methods of polling: telephone and mail. SCI's
preference is to hold the telephone survey first and follow-up with a mail survey. The
telephone survey would be initiated after the November 2010 election and run through
Thanksgiving. The mail survey would occur post-Thanksgiving. By nature, a mail survey
and the compilation of results is more time-consuming which is problematic for a June 7,
2011 election. Due to this time-constraint, the District is considering directing SCI to run
the surveys concurrently.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to make the June 7 ballot will result in potential revenue enhancement being delayed
until FY 2012-13 and could induce further service reductions.
