1. ADOPT Resolution No. 2010/465, initiating proceedings for the dissolution of Zone B
within County Service Area R-7 in the San Ramon area.
2. FIX public hearing for December 7, 2010, at 9:30 a.m. on the dissolution of Zone B
within County Service Area R-7.
FISCAL IMPACT:
There will be no fiscal impact to the County General Fund.
BACKGROUND:
CSA R-7 was established on January 28, 1974 to provide extended services, specifically
parks and recreation services (Resolution No. 73/972 and Resolution No. 74/105) for
Alamo, Danville and San Ramon. During a reorganization of CSA R-7, due to the
incorporation of the cities of Danville and San Ramon, Zones A and B of

Subject:Dissolution of County Service Area R-7B (Danville), San Ramon Area.
BACKGROUND: (CONT'D)
CSA R-7 were established by the Board of Supervisors on April 24, 1984 (Resolution
No. 84/243) to provide more efficient administration of CSA R-7 and its programs.
In 1987, land within the boundaries of Zone B of CSA R-7 was annexed into the City of
San Ramon when the Bishop Ranch Development was incorporated. On February 23,
1989, the Board of Supervisors directed County staff to communicate with the City of
San Ramon regarding the continuance of the Zone B Advisory Committee. On May 30,
1989, the City of San Ramon confirmed their intention to staff and support the Parks and
Community Services Commission which would then cover the old Advisory
Committee’s responsibilities since the inhabited areas within Zone B of CSA R-7 were
now annexed to the City of San Ramon. The Board of Supervisors abolished the Zone B
Advisory Committee on June 27, 1989.
On April 21, 2010 Local Agency Formation Commission (LAFCO) adopted a Municipal
Service Report (MSR) for parks and recreation services in which CSA R-7 was
examined. As reported in the MSR, Zone B of CSA R-7 is presently inactive with no
funding sources and no expenditures. The MSR recommends that Zone B of CSA R-7
should be considered for dissolution by the County Board of Supervisors as the area has
been annexed into city boundaries. On June 18, 2010, representatives from District III
Supervisor Mary Nejedly Piepho’s office, County Public Works and LAFCO met to
discuss governance relating to CSA R-7.
Given that Zone B is inactive, it should be considered for dissolution by the Board of
Supervisors pursuant to Government Code section 25217.2.
County staff recommends that the Board of Supervisors initiate the proceedings for the
dissolution of CSA R-7B to approve dissolution of Zone B of County Service Area R-7
and close any funding accounts associated with that zone.
CONSEQUENCE OF NEGATIVE ACTION:
Without Board of Supervisor approval, Zone B of CSA R-7 will continue to exist,
resulting in the duplication of City and County Service Area services for parks and
recreation programs.
