APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract
with the State of California, Department of Transportation (Caltrans) in the amount of
$195,000, from November 1, 2010 though October 31, 2012, to provide pedestrian
improvements on Market Avenue at the Union Pacific Railroad crossing, North Richmond
area.
FISCAL IMPACT:
There will be no impact to the General Fund. The project is funded by the Section 130
Grade Crossing Improvement Program. (100% Federal)
BACKGROUND:
The purpose of the Section 130 Grade Crossing Improvement Program is to reduce the
number and severity of highway accidents by eliminating hazards to vehicles and
pedestrians at existing railroad crossings. The Public Works Department was approached by
the California Public Utilities Commission (CPUC) to provide funding from the Section 130
Grade Crossing Improvement Program for the Market Avenue Pedestrian Railroad Crossing
Project. The contract will allow the Public Works Department to design and construct

pedestrian improvements along Market Avenue at the Union Pacific Railroad crossing. The
project will improve safety by installing new sidewalk at the railroad crossing.
CONSEQUENCE OF NEGATIVE ACTION:
Public Works will not receive the funding from the CPUC Section 130 Grade Crossing
Improvement Program via Caltrans, Division of Rail. The improvements to install new
sidewalk at this railroad crossing will not be constructed.
CHILDREN'S IMPACT STATEMENT:
