APPROVE and AUTHORIZE the Employment & Human Services Director, or designee,
on behalf of the Workforce Development Board (WDB), to execute an Interagency
Agreement with California State University East Bay (CSUEB), a public agency, in an
amount not to exceed $220,878, for Project Management Training services and participant
exam fees for dislocated workers in Contra Costa County and to include mutual
indemnification against any claims arising out of the performance of this agreement for the
period of October 1, 2010 through June 30, 2011.
FISCAL IMPACT:
$220,878 No County Costs: 100% Federal Workforce Investment Act (WIA) American
Recovery and Reinvestment Act (ARRA) Dislocated Worker Funds.
BACKGROUND:
California State University East Bay (Agency) will coordinate the delivery of Project
Management training at their campus in Contra Costa County of a curriculum approved by
the Project Management Institute (PMI), for up to 60 WIA eligible Dislocated Workers.
Each participant upon completion of 40 Professional Development Units via a 10 week

BACKGROUND: (CONT'D)
Management Professional (PMP) exam fees paid by Agency as part of this contract. After
successfully passing the PMP exam each participant shall receive their PMP certification
and a 1 year membership in the PMI.
This Board Order is requesting Board approval to include a mutual indemnification clause in
the contract with California State University East Bay (CSUEB) . (#18-285-0).
CONSEQUENCE OF NEGATIVE ACTION:
Dislocated Workers will have less opportunites for training and may be further delayed in
re-entering the workforce.
CHILDREN'S IMPACT STATEMENT:
Services provided through this Interagency Agreement support two of the five community
outcomes: 1)"Families that are Economically Self-Sufficient"; 2)"Families that are Safe,
Stable and Nurturing", by upgrading job skills and providing additional opportunities for
re-entry into the workforce.
